How do we determine which abandoned buildings to tear down?

I’ve worked a number of community’s in Pennsylvania where abandoned buildings can be a problem. With elected officials vying for favor of their electorate, it can become a political football as they lobby to make sure a proportionate amount of demolition funding is spent in their area or ward. Many times, there is not even an accurate inventory of abandoned buildings in the community.

The most appropriate method I have determined for making the task of creating the demolition list is to quantify the conditions of all abandoned buildings within the jurisdiction and then creating a paradigm for quantifying the condition of each building. The truest indicator that a building is no longer viable and is damaged beyond repair is water damage. This can occur from holes in the roof, but also broken windows. I developed a system for quantifying building conditions based upon six (6) factors that makes it easy for elected officials to have the ability to debate conditions of various buildings rather than the location or the motivation of the individual that prepared the list.
